The National Oil, Gas, and Biofuels Agency (ANPG) of Angola has created a permanent perpetual offer programme that will allow the national concessionaire to negotiate different petroleum-based resources accessible in Angola without the requirement for a bid round announcement.
ANPG Administrator, César Paxe, said: “Investors are able to contact ANPG to submit investment proposal on available petroleum-based resources for exploration in Angola, in a fully transparent and compliant process.”
The proposal was approved by the Angolan government in late August, and the new permanent negotiations programme will allow the concessionaire to promote and negotiate oil and gas concessions in advance of the Concession Allocation Strategy, which was approved by presidential decree 52/19 in February 18. It will allow the concessionaire to develop strong competitive strategies to attract foreign investment in Angola’s energy sector.
The perpetual offer programme will allow operators and concessionaires to continue negotiating on fields where the concession period is coming to an end or concessions that were not included in the concession plan. Concessions will be permanently accessible for negotiations with potential investors under the new scheme.
Representatives from the concessionaire participated in several high-level panel discussions at the AOG2021 that took place on September 9-10, 2021, promoting both the company’s status as a global energy leader and Angola’s position as a leading hydrocarbon market.
